BALTIMORE — Marvin James, a senior advisor to Baltimore Mayor Brandon Scott, has been the subject of scrutiny following an investigation revealing his frequent absences from City Hall despite a salary nearing $200,000.
James, who previously served as the mayor’s chief of staff, transitioned into a senior advisory role but was observed at City Hall only twice over a three-week period, according to a FOX45 News investigation conducted between late March and early May. During this time, James was seen at various locations, including a D.C. mayoral campaign office.
Surveillance conducted by FOX45 News documented James’s movements during regular work hours. On April 13, he was seen at City Hall for about an hour, and on April 28, he returned to his home shortly after arriving at the office. The only full day spent at a city-affiliated building occurred on March 30, when he was at the Benton Building.
James was also observed using a city-issued vehicle for personal errands, visiting locations such as a salon and several restaurants. Baltimore's administrative vehicle policy prohibits the use of city-owned vehicles for personal business.
Notably, James was seen visiting the campaign headquarters of D.C. mayoral candidate Kenyan McDuffie on April 14 and 15, raising questions about his use of work hours for non-city-related activities.
Requests for clarification from Mayor Scott’s administration regarding city employee policies went unanswered. When asked about the rules governing special advisors and vehicle usage, Mayor Scott stated that all employees are required to track their time and adhere to established policies.
In a past report, the Office of Inspector General highlighted a farewell celebration for James that cost nearly $4,000 in public funds, despite him remaining on the city payroll.
David Williams, president of the Taxpayers Protection Alliance, criticized the lack of transparency regarding James's role, emphasizing that city employees with take-home vehicles should regularly document their mileage and justify their use.
FOX45 News attempted to reach James for comment but did not receive a response.
