Baltimore's annual AFRAM festival, intended to celebrate Black culture and community, descended into chaos on Saturday evening, prompting police to declare a civil unrest zone.

Authorities were alerted to Druid Hill Park shortly before 8 p.m. after reports emerged of a significant altercation involving a large group of young attendees. According to the Baltimore Police Department, minors were seen throwing objects at officers, resulting in the assault of two police personnel as they attempted to disperse the crowd.

In response to the escalating situation, law enforcement deemed the area a civil unrest zone due to the density of the crowd in a confined space. The police deployed additional resources, including the Foxtrot helicopter, to manage the disturbance.

In light of the events, Mayor Brandon Scott announced new regulations for the final day of the festival on Sunday, mandating that all attendees under 18 years old must be accompanied by an adult.

Despite the heavy police presence and the civil unrest declaration, festival activities continued as planned.
