The National Transportation Safety Board (NTSB) has concluded that the tragic gas explosion in Bel Air on August 11, 2024, which resulted in two fatalities, was preventable. The report indicates that timely and effective responses from Exelon and Baltimore Gas and Electric (BGE) could have averted the disaster.
The explosion occurred at a residence on Arthurs Woods Drive, claiming the lives of the homeowner, 73-year-old Ray Corkran Jr., and 35-year-old Exelon contractor Jose Rodriguez-Alvarado. Another contractor managed to escape with minor injuries.
Prior to the explosion, on the evening of August 10, a neighbor reported a strong odor of gas approximately 0.2 miles from the affected home. Exelon responded to this report but did not detect any leaks. Meanwhile, an Exelon technician on-site for an unrelated electrical outage also noted the gas smell and communicated this to dispatch.
On the morning of the explosion, two Exelon contractors returned to investigate further. At approximately 6:05 a.m., one contractor reported smelling gas outside the home, and just 43 minutes later, the house exploded.
The NTSB's investigation revealed that Exelon's call center had a significant lapse in operations. An agent assigned to handle incoming calls had been drinking alcohol and fell asleep at his desk, missing critical calls related to the gas leak. This employee has since been terminated.
Following the incident, BGE conducted tests on the gas service line and confirmed that it had failed to hold pressure, indicating a leak. The gas line, along with electrical cables, was found to be situated dangerously close together, allowing gas to migrate and ignite.
The NTSB emphasized that the explosion could have been avoided had Exelon acted on the multiple reports of a gas leak. In response to the findings, BGE expressed condolences to the families affected and acknowledged the need for improved communication and response protocols.
Despite these findings, the NTSB did not recommend any specific changes to BGE's policies but noted that the company has been proactive in enhancing its operations across various divisions.
