Duties

  • Plans, organizes, and conducts the accounting and control functions to which assigned, such as preparing financial statements and monthly management reports, and analyzing year-to-year variances. 
  • Assists in work related to various aspects of implementing a new finance system.
  • Supervises a small group of billing and program specialist employees; assigns and reviews work; appraises employee performance; and provides training.
  • Reviews, approves, and posts journal entries. Runs and analyzes reports to ensure that budget appropriation accounts are not exceeded.
  • Prepares and maintains regular and special accounting records and reports and assists in developing new or revised accounting procedures in major areas of accounting.
  • Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of accounting principles, procedures, and processes governing the receipt, custody, and expenditure of monies.
  • Considerable knowledge of modern office practices, procedures, and equipment, and standard clerical techniques as applied to the maintenance of accounting systems.
  • Knowledge of the principles and practices of public finance administration, and data processing systems as they apply to the maintenance of accounting records.
  • Ability to plan, organize, and conduct a central accounting system function.
  • Ability to analyze and solve a variety of routine accounting and fiscal problems, and to participate in designing and implementing accounting systems and procedures.
  • Ability to supervise the work of a small group of billing and program specialist personnel.
  • Ability to establish and maintain effective working relationships with subordinates, other county employees, and the public.
  • Ability to communicate effectively, both orally and in writing. Skill in operating a calculator and CRT terminal.


Qualifications

Education: Graduation from an accredited four-year college or university, with major coursework in accounting.
Experience: Two or more years of experience in accounting and fiscal operations.
