Main Purpose of Job
This position functions as the Deputy Director for the Office of Diversity Equity and Inclusion (ODEI) with the responsibility of assisting and supporting the ODEI Director, and performing all managerial obligations in the Directors absence.\r\n\r\nThe position is responsible for assisting with the planning, implementing and monitoring compliance of the Department's Equal Employment Opportunity (EEO) Program with responsibilities towards Title VI, Title VII and Title 20. \r\n\r\nParticularly, this position assists with monitoring compliance with equal opportunity laws, regulations, codes and policies; investigating and mediating complaints of discrimination, harassment, and retaliation; providing assistance, consultation, and training to employees, supervisors and commander/directors to address workplace conflicts, employee grievances, minority business enterprise goals and other occupational and personal problems that may be adversely affecting the employee's work environment or job performance.\r\n
POSITION DUTIES
Assists and supports\r\nthe Director with coordinating, administering and managing all EEO programs in\r\nthe Office of Diversity Equity and Inclusion for the Maryland Department of\r\nState Police to ensure rules, regulations and procedures to the Federal Code of\r\nFair Labor Standards, Title VI and VII, and the State's Code of Fair Practices\r\nare followed by employees and commanders/directors and enforced. Assists with\r\noversight of all departmental activities in explaining and interpreting\r\ndepartmental fair practices policies, rules and procedures, State Regulations\r\nfor affirmative action, equal opportunity, sexual harassment, bullying,\r\nemployee assistance, and Americans with Disabilities Act compliance to\r\ndepartmental employees.\r\n \r\nAssists with\r\ninvestigating internal and external complaints, prepares investigative reports,\r\ntechnical position statements, and makes recommendations to Department\r\nAdministrators on issues concerning EEO compliance. Plans, develops and\r\nimplements fair practices and EEO program policies and procedures.\r\n \r\nInterviews\r\ncomplainants and respondents in EEO cases. Provides data collection for the\r\nDepartment's annual EEO statistical and analytical reporting.\r\n \r\nOversees the\r\n'Step Three' of the Sworn Employee Grievance Process, by holding a\r\nmediation conference within 10 days of the receipt from the 'Step\r\nTwo' appeal in which a resolution is sought regarding an\r\nemployee/Department dispute.\r\n \r\nExecutes all mediation\r\nefforts from citizen complaints and department members alleging biased law\r\nenforcement activities.\r\n \r\nOversees the\r\nfacilitation of all trainings to Academy recruits and all other MSP personnel,\r\nboth sworn and civilian.\r\n \r\nAssists with\r\nconducting annual site visits to ensure the Department is in compliance with\r\nall EEO postings being displayed in a conspicuous location that is readily\r\naccessible to every employee.\r\n \r\nSupervises the EEO\r\nInvestigators and monitors the EEO Intake Officer and ensures compliance of the\r\n30/30/10/30.\r\n \r\nAssist with serving as\r\nthe Fair Practices liaison for the Bias Based Policing Review Committee to\r\nensure fair and impartial treatment of all MSP employees and EEO compliance.\r\n \r\nCollects statistical\r\ndata to analyze and develop strategic plans for MBE compliance. Coordinates the\r\npreparation of annual MBE reports as required.\r\n \r\nProvides data for\r\nmonthly ODEI reporting to the Superintendent. \r\n \r\nOther duties as assigned by\r\nSupervisor/Command personnel of the Maryland State Police.\r\n
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college\r\nor university.\r\n\r\n\r\nExperience: Six years of experience is administrative or\r\nprofessional work, to include, EEO/Fair Practices duties.\r\n\r\n\r\nNOTE: Additional experience in EEO/Fair Practices\r\nsetting, may be substituted on a year-for-year basis for the required\r\neducation.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
1. Experience\r\nmanaging/supervising/leading employees in an EEO/Fair Practices setting.\r\n\r\n\r\n\r\n2. Experience interpreting and\r\nmonitoring compliance with Federal and State EEO Laws, regulations and policies\r\nregarding Title VII Equal Employment Opportunity and Affirmative Action\r\n(Federal and State Programs); Title II ADA, including LEP and Title 20.\r\n\r\n\r\n3. Familiarity with the EEO investigations and process.\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties\r\nwhich require the operation of a motor vehicle. Employees assigned such duties\r\nwill be required to possess a motor vehicle operator’s license valid in the\r\nState of Maryland.\r\n
SPECIAL REQUIREMENTS
In accordance with Section 2-204 (b) (6) of the Public\r\nSafety Article, candidates for positions in this classification will be subject\r\nto an initial drug screening, a physical examination and a complete criminal\r\nbackground investigation, to include a polygraph examination, before permanent\r\nappointment can be made. A criminal conviction may be grounds for rejection of\r\nthe candidate.\r\n
SELECTION PROCESS
The selection process for this recruitment will involve a\r\nreview of each application. Applicants who meet the minimum qualifications will\r\nbe placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or\r\nQUALIFIED category and remain eligible for consideration for at least one year\r\nfrom the date of examination. The list will be used by the hiring manager to\r\nselect the individual to fill the vacancy.\r\n
