DESCRIPTION

Under the direction of the Coordinator of Social Work Services, and in alignment with the Howard County Public School System’s (HCPSS) Strategic Plan, the Facilitator of School Social Work Services and Behavioral Health Supports will provide professional oversight, mentorship, and consultation to school social workers as well as support with coordinating and enhancing district-wide initiatives by utilizing specialized training in mental health, school culture and climate, and social-emotional learning. The Facilitator will also support School-Based Mental Health Services and the coordination of new services (Early Childhood Mental Health and Substance Use Prevention and Intervention Services) in alignment with the Blueprint for Maryland’s Future. In addition, the Facilitator will support the implementation of Medical Assistance (MA) billing for mental health services provided to students not receiving special education services. 

This position has an anticipated start date during the 2026-2027 school year. Applicants currently employed with another Maryland public school system are responsible for verifying eligibility for release for this non-supervisory position if selected.

MINIMUM QUALIFICATIONS

Applicants must meet all qualifications below to be considered for the vacancy.

Education:

  • Master’s degree in social work from a Council on Social Work Education (CSWE) accredited college or university. 

Certification/Licensure:

  • Hold the following licenses issued by the Maryland Department of Social Work Examiners and MSDE:
    • Licensed Certified Social Worker- Clinical (LCSW-C).
    • Hold a current Maryland State Department of Education professional license with the School Social Worker endorsement.

Experience:

  • Three years of professional social work experience in a PreK-12 educational setting to include:
    • Experience providing direct mental health services, crisis intervention, consultation or case management for children and adolescents.
    • Experience providing professional development to adult learners or school system staff.

PREFERRED QUALIFICATIONS

  • Experience collaborating with multidisciplinary teams, including school administrators, psychologists, counselors, educators, and community agencies.
  • Experience utilizing data management systems for programmatic analysis and evaluation.
  • Experience using data to identify student needs, monitor interventions, and support decision-making.

ESSENTIAL POSITION RESPONSIBILITIES

  • Facilitate district-wide initiatives to strengthen student belonging, school climate, and equitable access to school-based mental health services across all elementary, middle, and high schools.
  • Coordinate implementation of pre-K, early childhood behavioral health, and substance use intervention programs aligned with state mandates and Blueprint for Maryland’s Future.
  • Collaborate with administrators and multidisciplinary teams to design and implement a Multi-Tiered System of Supports (MTSS) to address both individual student needs and systemic barriers to services.
  • Collaborate with the Coordinator of School Social Work Services to make decisions about staffing and assignment of School-Based Mental Health agencies to individual schools.
  • Provide coaching, consultation, and technical assistance to school social workers, school-based student services staff, and community therapists to strengthen service quality and consistency.
  • Analyze service delivery data, KPIs, and student outcomes using systems such as Synergy to inform decision-making and continuous improvement.
  • Ensure compliance with FERPA, HIPAA, Medical Assistance (MA) billing requirements, and district policies governing confidentiality, consent, and records management.
  • Support central office crisis response and prevention initiatives, including suicide intervention procedures, and student well-being data review and action planning.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge

  • Deep understanding of school climate indicators, student belonging metrics, and strategies for ensuring equitable access to mental health services across a large, diverse district.
  • Comprehensive knowledge of the Blueprint for Maryland’s Future pillars relating to early childhood behavioral health, pre-K coordination, and substance use intervention mandates.
  • Advanced understanding of MTSS frameworks, including Tier 1 (universal/school-wide climate), Tier 2 (targeted interventions), and Tier 3 (intensive individualized support) strategies to address both student-specific needs and systemic barriers.
  • Thorough knowledge of FERPA, HIPAA, and Maryland Medical Assistance (MA) billing requirements, as well as strict district policies governing student confidentiality, consent, and records management.
  • Expert knowledge of central office crisis response frameworks, suicide risk assessment/intervention procedures, and evidence-based student well-being practices.

Skills

  • Proven ability to scale, deploy, and manage large-scale behavioral health and substance use programs across multiple grade bands (pre-K through 12).
  • Skilled in utilizing Student Information Systems—specifically Synergy —to track service delivery, analyze Key Performance Indicators (KPIs), measure student outcomes, and drive continuous data-informed improvement.
  • Adept at providing high-level technical assistance, clinical consultation, and professional coaching to school social workers, student services personnel, and community-based therapists to standardize and elevate service quality.
  • Skilled in leading and collaborating with school administrators, clinical teams, and community stakeholders to design cohesive student support structures.
  • Proficient in orchestrating immediate central office crisis responses and translating student well-being data into actionable, district-wide prevention plans.
  • Exceptional written and verbal communication skills, with the ability to communicate complex information effectively to educators, administrators, families, community partners, and other stakeholders while fostering strong collaborative relationships.

Abilities 

  • Capable of fostering a culture of belonging and equity across the unique school climates of all elementary, middle, and high schools by addressing macro-level institutional barriers.
  • Competent in ensuring clinical consistency, compliance, and billing integrity across a vast network of internal staff and external community therapists.
  • Able to translate complex state laws (like the Blueprint for MD) and compliance rules (HIPAA/FERPA) into practical, day-to-day operational guidelines for school staff.
  • Ability to apply strategic and flexible thinking to balance competing priorities, distinguish critical issues from less urgent details, and maintain a calm, solutions-focused approach when managing multiple tasks simultaneously.

SELECTION CRITERIA

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.

EMPLOYMENT INFORMATION

Compensation

This is a 12-month per year position in the Howard County Educators Association (HCEA) employee bargaining unit. The current salary range for this position is on the Other Certificated Staff salary scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA Master Agreement which considers education and relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

Retirement

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary.
