Duties

MINIMUM QUALIFICATIONS:

EducationGraduation from an accredited high school or possession of a high school equivalency certificate.
 
Experience: Six
 (6) years of experience in administrative staff or professional work.
 
Selective Qualification: Three (3) years of experience ensuring compliance with Civil Rights or Minority and/or Disadvantaged Business Enterprise program guidelines.

Preferred Qualifications:

The ideal candidate should possess the following:

  • Experience in the field of Civil Rights with a concentrated focus on Minority Business Enterprise, Disadvantaged Business Enterprise Program, and/or Veteran Business Enterprise.
  • Excellent writing skills for preparing formal documents, presentations, statements of work, procurement documents, and training sessions.
  • Excellent oral presentation skills to communicate directly with senior level management and high-level state officials.
  • Good organizational skills and time management to efficiently manage the staff of multiple employees and provide technical support to seven (7) district and Hanover Complex Compliance Officers and construction staff on program requirements.
  • Excellent computer skills including knowledge of Microsoft Word, PowerPoint, Access and Excel are preferred.
  • Must be a self-starter and be able to work independently to ensure that the program areas under their responsibility are in full compliance with state and federal laws and regulations and respective MDOT/SHA/OEO procedures.
  • Ability to address any such deficiencies in a timely manner.
  • Experience in applying rules and regulations or exercising responsibility for the development of policies or procedures.


Notes:
  
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.


3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Qualifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
