A judge in Baltimore City has been found to have engaged in inappropriate behavior towards a female lawyer, according to a recent investigation by the Commission on Judicial Disabilities.
The commission's report details that Judge Kevin M. Wilson allegedly made nonconsensual contact with the attorney during a continuing legal education event hosted by the Bar Association of Baltimore City in May 2023. Witnesses reported that Wilson touched the lawyer's leg in a manner described as 'up and down,' prompting one attorney to intervene and ask him to stop.
Despite moving his hand away initially, the female attorney later reported that Wilson placed his hand back on her leg and moved it under her skirt, touching her buttocks. Following this incident, she left the table and exited the event.
The commission condemned Judge Wilson's actions, stating that they were unbecoming of a judicial officer and undermined public confidence in the judiciary. The report emphasized that such behavior is prejudicial to the proper administration of justice in Maryland's courts.
In response to the allegations, Wilson stated that he believed the interaction was mutual flirtation and denied touching the attorney's buttocks. He acknowledged, however, that his belief was incorrect and expressed regret for making her uncomfortable.
The commission plans to hold a public hearing regarding the charges against Wilson. If the commission determines that he has engaged in sanctionable conduct, the case could be referred to the Maryland Supreme Court for disciplinary action.
Judge Wilson has been serving on the Baltimore City District Court bench since September 2013, following his appointment by then-Governor Martin O'Malley. He began his legal career in 2000 as an assistant state’s attorney in Baltimore.
