BALTIMORE, MD (June 9, 2026) - In a significant legal move, Mayor Brandon M. Scott and the Baltimore City Council have filed a lawsuit against Agora Companies, LLC, alleging multiple violations of the City’s Consumer Protection Ordinance.
The lawsuit, submitted to the Circuit Court for Baltimore City, claims that Agora, a billion-dollar internet marketing firm based in Baltimore, has engaged in deceptive practices that specifically target older adults, resulting in financial exploitation.
Mayor Scott emphasized the city’s commitment to protecting its residents, stating, "The City of Baltimore is taking a stand today, making it clear that we will enforce the rule of law to safeguard our residents from the alleged harms deployed by Agora." He expressed hope that the legal actions would prevent further exploitation of vulnerable communities across the nation.
According to the complaint, Agora Companies, which generates hundreds of millions in revenue annually, has built a reputation as a publisher focused on health and finance. However, it is accused of employing misleading advertising tactics to attract consumers, particularly seniors, with false promises related to health supplements and financial advice.
The lawsuit seeks civil penalties, injunctive relief to stop the alleged unlawful practices, restitution for affected consumers, and the return of profits gained through these actions. City Solicitor Ebony M. Thompson stated, "The people of Baltimore deserve to be free from schemes that misinform, entrap, and harm our communities and constituents. No business, no matter its size, is above the law."
Agora's marketing strategies reportedly include misleading advertisements that promise unrealistic health benefits and financial gains. The complaint cites numerous examples of such advertisements that have appeared on various online platforms.
Despite previous attempts by federal and state regulators to address Agora's practices, the company has continued its alleged predatory marketing. The legal team representing the city includes members from the Baltimore City Law Department and outside counsel.
The lawsuit names several affiliates and executives of Agora Companies, highlighting the extensive network involved in the alleged deceptive practices.
