The Baltimore Police Department (BPD) has unveiled a recruitment campaign designed to attract new sworn officers and professional staff to address ongoing staffing shortages.

Police Commissioner Richard Worley emphasized the campaign's goal of finding individuals committed to community service and trust-building. "If you have a passion for helping people and a commitment to justice, we want you on our team," he stated. He described the department as a progressive model for modern policing and encouraged potential recruits to become part of a transformative effort.

The BPD's recruitment efforts come in response to a staffing crisis that has persisted since 2022. In April 2023, U.S. District Judge James Bredar noted that the department lacked sufficient officers to respond to all service calls, identifying this shortage as a significant barrier to effective reform.

Judge Bredar further warned in August 2024 that without addressing these staffing issues, the city could remain under a federal consent decree for an extended period. This decree was established following a 2016 Department of Justice report that highlighted serious concerns about police practices, including excessive force and discrimination.

As of August 2024, the BPD reported having 1,981 officers, falling short of the 2,600 needed for full staffing. However, the department has seen improvements, hiring 160 sworn officers in 2024, a 37% increase from the previous year, and 143 professional staff, marking a 43% rise.

In 2025, BPD has already recruited over 35 sworn officers and initiated one of its largest recruitment classes in years. Additionally, 14 new cadets have joined the Cadet Program, which prepares aspiring officers for future roles.

The department is seeking candidates for various positions, and Mayor Brandon M. Scott highlighted the importance of this campaign in enhancing public safety and community relations. He expressed gratitude for the dedicated service of current officers and staff while underscoring the need to modernize public safety approaches.
