Baltimore Senator Dalya Attar Faces Challenge Amid Indictment

Maryland State Senator Dalya Attar, a Democrat representing Baltimore City, is facing a significant challenge as she seeks re-election in the 41st District. This comes on the heels of her federal indictment in late 2025 on charges related to blackmail.

Attar, who is recognized as the first Orthodox Jewish woman to serve in the Maryland Senate, is being contested by Del. Malcolm Ruff, also a Democrat from Baltimore City. Ruff, who has received backing from Governor Wes Moore, is seen as a formidable opponent, especially given his fundraising advantage.

Supporters of Attar argue that her experience as a criminal defense attorney has equipped her to effectively represent the diverse communities within the district, which is composed of 63% Black residents. On the other hand, Ruff's supporters contend that his progressive platform aligns more closely with the interests of the majority-Black district.

The upcoming Democratic primary on June 23 is viewed as a critical moment that could determine Attar's political future amid her legal troubles. Despite her indictment, Senate leaders have not called for her resignation, and she has continued to serve in the Senate.

Dayvon Love, public policy director for the Baltimore think tank Leaders of a Beautiful Struggle, emphasized the importance of representation for Black residents, stating that Ruff's policies are more beneficial for the community. The race has also sparked tensions between the district's Black and Orthodox Jewish communities, with accusations of antisemitism surfacing against some Ruff supporters.

Attar's campaign is bolstered by endorsements from long-serving lawmakers, including Del. Sandy Rosenberg and Del. Sean Stinnett, who are running alongside her. Rosenberg expressed confidence in their collective experience and past electoral successes.

However, Ruff's campaign has gained momentum, with substantial financial support and a growing base of endorsements. As of mid-May, Ruff reported nearly $493,000 in contributions, compared to Attar's $213,000.

Attar, Ruff, and their supporters continue to navigate a charged political landscape, as the outcome of the primary could have lasting implications for the representation of this diverse district.
