Governor Hogan Names New Judges for Circuit and District Courts

On Thursday, Governor Larry Hogan announced the appointment of Joseph S. Michael to the Washington County Circuit Court, along with four new judges for the Baltimore District Court.

Joseph S. Michael, a seasoned prosecutor with 28 years of experience in the Washington County State’s Attorney’s Office, will take over the position previously held by retired Judge Daniel P. Dwyer. Michael, who holds a law degree from Washington and Lee University, currently serves as the deputy state’s attorney in Washington County.

In Baltimore, the newly appointed district court judges are:

  • Tameika M. Lunn-Exinor: Previously a judge at the Office of Administrative Hearings since 2010, Lunn-Exinor has a background as a civil litigator in Baltimore and Washington. She earned her law degree from George Washington University and began her career as a law clerk for Baltimore City Circuit Judge Bonita J. Dancy. Lunn-Exinor will succeed retired District Court Judge Devy P. Russell.
  • Lydie Essama Glynn: A graduate of the University of Virginia School of Law, Glynn was the chief of the litigation and appeals division for the Baltimore city solicitor's office. She has also worked as an assistant Maryland attorney general. Glynn began her legal career as a law clerk for U.S. District Judge Richard D. Bennett and 2nd U.S. Circuit Court of Appeals Judge Peter W. Hall. She will succeed retired District Court Judge Kathleen M. Sweeney.
  • Ana De la Hoz Hernandez: A public defender in Baltimore, Hernandez graduated from the University of Miami School of Law. Before pursuing a legal career, she was a special education teacher in Miami. She will take over from retired District Court Judge C. Yvonne Holt-Stone.
  • Theresa C. Morse: Currently serving as an assistant Maryland attorney general in the organized crime unit, Morse has also worked as an assistant state's attorney in Anne Arundel County and Baltimore. A graduate of the University of Maryland Francis King Carey School of Law, she started her career as a law clerk for Harford County Circuit Judge Stephen Waldron. Morse will replace retired District Court Judge Joan B. Gordon.

The governor’s office released biographies of the appointees along with the announcement, highlighting their extensive legal backgrounds and contributions to the community.
