ANNAPOLIS, MD – Today, Governor Wes Moore announced the appointment of four new judges to the District Courts in Maryland, specifically for Anne Arundel, Allegany, and Charles Counties.

Brian Anthony Marsh and Windy Rhea Ortega have been appointed to the District Court for Anne Arundel County. Marsh currently serves as the Deputy State’s Attorney for the county and has a background in handling complex civil and criminal investigations as an Assistant Attorney General. He has also prosecuted cases in Baltimore City’s Special Victim’s Unit. He earned his law degree from the Catholic University of America, Columbus School of Law.

Windy Rhea Ortega, who runs her own law firm, Ortega Law, LLC, has extensive experience in various types of litigation and has previously worked as Of Counsel for Parker, Pallett, Slezak & Russell, LLC. She specializes in constitutional and evidentiary litigation. Ortega received her law degree from the Charlotte School of Law.

Jessica Lynne Colwell has been appointed to the District Court for Allegany County. With a career spanning twenty-five years as a public defender, she has served as the District Public Defender for Allegany and Garrett Counties. Colwell started her legal career in civil litigation before transitioning to criminal law, working for fifteen years in Baltimore City. She holds a law degree from the University of Maryland School of Law.

Elizabeth Dorothy Theobalds will serve on the District Court for Charles County. She began her legal career at the Charles County State’s Attorney’s Office before moving to the County Attorney’s Office, where she has worked since 2008. Theobalds has also been an adjunct professor at local educational institutions. She earned her law degree from the University of Baltimore School of Law and an MBA from the University of Baltimore, Robert G. Merrick School of Business.
