BALTIMORE, MD — In a significant shift within his administration, Mayor Brandon Scott has announced a change in leadership roles, appointing J.D. Merrill as his new Chief of Staff and promoting Calvin Young to interim Deputy Mayor for Community Economic Development.
Effective December 1, Young will transition from his current position as Chief of Staff to take on responsibilities that focus on community and economic development. His previous experience includes guiding City Hall through a transparent budget process and negotiating significant agreements with the nonprofit sector.
Mayor Scott expressed gratitude for Young's contributions, stating, "He has guided our team at City Hall with dedication and commitment, overseeing a transparent budget approval process that closed an $85 million deficit." He added that Young's extensive background in business development will be beneficial in his new role.
Replacing Young as Chief of Staff, J.D. Merrill returns to this position after serving as Deputy Chief of Staff. Mayor Scott praised Merrill's public service record, highlighting his involvement in various initiatives, including the city’s strategy for addressing vacant properties and leading efforts during emergencies such as the Key Bridge collapse.
"I am grateful to Mayor Scott and the entire executive team for this opportunity to serve," Merrill said, noting the challenges ahead due to economic uncertainties at the federal level. He emphasized the importance of discipline and organization in delivering results for Baltimore residents.
Calvin Young joined the Mayor's Office in 2024, initially serving as a Senior Advisor. Merrill will be the fifth individual to hold the Chief of Staff position since Scott took office in 2020.
