The Maryland Transit Administration (MTA) has unveiled a new initiative titled 'Rules of the Ride,' which introduces a formal Rider Code of Conduct aimed at improving the public transit experience in Baltimore and beyond.

Developed in collaboration with the MTA’s Youth Transit Council, the Rider Code of Conduct outlines specific expectations for passengers utilizing buses, trains, and stations. The initiative is designed to foster a safe and respectful atmosphere for both riders and transit staff.

Starting October 1, 2025, a new law will empower the MTA to suspend or ban individuals who violate this code, especially in instances of physical or verbal assault. Enforcement will be managed by MTA Police, who will ensure documentation of incidents, provide formal notifications, and allow for appeals.

“We are serious about ensuring the safety of our riders and employees,” stated Holly Arnold, Maryland Transit Administrator. “Most people ride with respect every day. The Code of Conduct is about making sure everyone can count on a safe transit experience.”

Categories of Conduct

  • Courteous Conduct: Includes respectful behaviors like speaking quietly, keeping seats accessible, using headphones, and being considerate of fellow passengers.
  • Prohibited Conduct: Actions such as smoking, vandalism, carrying concealed weapons, and engaging in disruptive behavior are not allowed.
  • Bannable Conduct: Any form of assault, threats, or harassment directed at MTA employees or passengers can lead to a ban from MTA services.

Passengers are encouraged to report any safety concerns immediately to the vehicle operator or station attendant, or to contact Maryland Transit Police at 410-454-7720.

In conjunction with the new code, the MTA plans to launch an app this fall that will allow riders to report issues discreetly in real-time, enhancing safety measures during their journeys. The app is part of the agency's broader strategy to improve the overall ridership experience.

The Youth Transit Council played a pivotal role in shaping the Rider Code of Conduct and the accompanying public awareness campaign, ensuring it resonates with a wide audience. This initiative aligns with the Maryland Department of Transportation’s Serious About Safety program, which aims to enhance safety standards across the transit system.

The MTA will promote the Rider Code of Conduct through various channels, including their website, social media, and signage at transit locations.
