Police Release Footage of Fatal Shooting During Arrest in Southeast Baltimore

BALTIMORE, Md. — Body camera footage from the Baltimore Police Department has been made public, detailing a confrontation that led to the fatal shooting of a suspect on an Interstate 95 on-ramp last month.

The incident occurred on January 20, when officers attempted to apprehend 40-year-old Jamarl Muse after he allegedly brandished a firearm during a dispute at a residence in the Eastwood neighborhood. According to Deputy Police Commissioner Brian Nadeau, Muse was involved in a domestic situation where he threatened individuals attempting to leave a home on Bank Street.

Police Commissioner Richard Worley addressed reporters at a news conference on Thursday, stating that the situation could have been avoided if Muse had complied with police orders. The footage shows Officer Jhosean Ramos Cortes pursuing Muse, who was riding a bicycle, and locating him in front of a McDonald's on Eastern Avenue.

As officers attempted to take Muse into custody, he reportedly fired his weapon, prompting Officers Carlos Arias and Edwin Ruiz to return fire. Muse was pronounced dead at the scene, and a Taurus revolver was later recovered by police.

Nadeau noted the difficulty in unintentionally discharging a revolver, emphasizing that the weapon was not in a position to go off without the trigger being pulled. The Maryland attorney general's office is currently investigating the incident, as part of its mandate to review all fatal encounters between civilians and police in the state.

This shooting follows another incident just a day prior, where police shot a woman at a Bolton Hill apartment complex during a mental health crisis. The woman survived, as did another man shot during a traffic stop in Mount Vernon earlier in January.
