At 67, Shellenberger maintains a disciplined daily routine, rising early and dedicating long hours to his role. A Baltimore native with a long career in public service, he emphasizes his commitment to the safety of Baltimore County residents.

Despite his experience, Shellenberger is under scrutiny for his leadership style, with critics arguing that the office needs modernization. Both David and Lipscomb have voiced concerns about his handling of sexual assault cases, a sensitive area that has drawn significant public attention.

Shellenberger has faced allegations of being reluctant to prosecute such cases, including a controversial decision not to pursue charges against University of Maryland, Baltimore County baseball players in a 2017 incident. This case resulted in a settlement of $100,000 to one of the victims, Anna Borkowski, after she claimed the county mishandled her complaint.

In recent weeks, Shellenberger has also faced backlash for a plea deal involving animal cruelty charges against Kimberly Klein. Critics argue that the deal, which allowed Klein to participate in rehoming animals, was poorly conceived given her mental health issues.

As the election approaches, fundraising has become a key factor. David has raised over $431,000, significantly outpacing Shellenberger's $137,500. However, Shellenberger believes his established reputation will resonate with voters, stating, "I’ve been elected five times, so I don’t have to introduce myself to the electorate."

Former Baltimore County Executive Don Mohler, a longtime friend of Shellenberger, has endorsed David, suggesting that new leadership could bring a necessary shift in perspective to the office.

With the election looming, Shellenberger's experience and long-standing commitment to public service will be tested against calls for change and modernization from his challengers.
