DESCRIPTION 

 

Under the direction of the Coordinator, Data Warehouse (DW) and Reporting, the Analyst II, Data Reporting will use SQL queries, spreadsheets and other tools to translate complex business rules and regulatory requirements into clear, accurate SQL-based reporting tailored to stakeholder needs. This role will be responsible for pulling data from data systems for state, federal, and internal reporting and ensuring quality assurance. This role will play a significant role in data-based decision making by school system leaders. 

 

MINIMUM QUALIFICATIONS 

 

A combination of education and experience may be considered. 

 

Education: 

  • Bachelor’s degree from an accredited college or university. 

 

Experience: 

  • At least five (5) years of experience in data extraction and reporting, using SQL queries, spreadsheets and other tools to manipulate data. 

 

PREFERRED QUALIFICATIONS

  • Bachelor’s degree from an accredited university in Information Technology, Educational Technology, or a related field.  

  • At least seven (7) years of experience in data extraction and reporting, using SQL queries, spreadsheets and other tools to manipulate data  

  • Experience working with student data systems in a preK-12 or college/university setting.   

  • Experience using Snowflake and/or MS SQL Server.  

  • Experience working with business intelligence and data visualization tools, such as Power BI or Tableau.

  • Establishes and applies analytical data frameworks that unify system data and stakeholder inputs for reporting and analysis. 

  • Leverages enterprise SQL queries and other tools to create data reports. 

  • Performs data quality assurance, troubleshoots data issues in real-time, and diagnoses the root causes. 

  • Support the development and execution of projects, project plans, and team activities.  

  • Communicates changes and progress to stakeholders and team members, following internal procedures. 

  • Organizes and manages several tasks or projects with concurrent time-sensitive deadlines. 

  • Ensure that quality assurance procedures and best practices are followed. 

  • Works collaboratively and cross-functionally with stakeholders to ensure data consistency, integrity, and accurate generation for reporting and analytics of information.  

  • Clearly communicates technical concepts to both technical and non-technical audiences. 

 

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge 

  • Working knowledge of FERPA and COMAR regulations. 

  • Knowledge of analysis tools such as Power BI. 

  • Knowledge of database structures and MS SQL Server. 

  • Knowledge of cloud data warehousing environments (e.g., Snowflake). 

  • Knowledge of data management principles, database concepts, reporting tools, and statistical analysis techniques  

Skills 

  • Translate complex business rules and regulatory requirements into clear, accurate SQL-based reporting tailored to stakeholder needs. 

  • Build advanced queries, joins, and data transformations for reporting and analytics. 

  • Skilled in analyzing data and identifying inconsistencies or operational issues  

  • Expertise in Microsoft Excel, including advanced functionality. 

Abilities 

  • Analytical and problem-solving capabilities in complex data environments. 

  • Ability to think critically and logically when managing multiple tasks and workflows. 

  • Ability to perform duties requiring significant attention to detail and high level of accuracy.

ADDITIONAL REQUIREMENTS 

 

Working Hours 

  • The duty day for this position is 8 hours including a one hour duty-free lunch.  

 

SELECTION CRITERIA 

 

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.  

 

Applicants may be required to complete a skills assessment prior to or during the interview process. 

 

EMPLOYMENT INFORMATION 

 

Compensation 

This is a 12-month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 26 on the Technical Central Office and School Based salary scale, $102,370 - $154,260. Step placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.  

 

Telework Program 

This position requires work onsite and is also eligible for a hybrid telework schedule after the first 60 duty days. Telework schedules will be determined by the department and/or supervisor. Telework during the probationary period will be subject to approval and based on the needs of the department and the school system.  

 

Retirement 

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary
