Duties
Budget Cycle Coordination: Coordinates the preparation, development, and monitoring of the City-wide operating and capital budgets. Establishes and presents standard procedures, instructions, system requirements, and timelines for departmental input, review, and budget modifications.
Fiscal Forecasting & Analysis: Directs operating and capital budget administration, resource forecasting, and cost/benefit analyses. Manages unit payroll and departmental operating budgets, monitors budget-to-actual revenues and expenditures, and suggests strategic adjustments.
Business Intelligence & Data Governance: Assumes full operational management of the Business Intelligence Office. Oversees dashboard creation, custom reporting, data governance policies, and technical system administration, specifically providing direct Workday support functionality.
Staff Leadership & Evaluation: Manages, directs, monitors, and evaluates Budget Office and performance staff. Provides guidance on complex analytical tasks and prepares performance reviews.
Regulatory Compliance & Policy: Reviews legislative bills, ordinances, and external policies to evaluate budgetary impacts. Audits diverse source documents for compliance with federal, state, and City regulations.
Media & Public Relations: Acts as a primary media spokesperson and liaison for budget matters, fielding inquiries, giving interviews, speaking at press conferences, and presenting at community events and public forums.
Legislative Advisory: Directs budget presentations for public meetings, collaborates directly with City Council members, and compiles statistical program performance reports to aid executive and legislative decision-making.
Fiscal Accountability: Formulate and deliver regular budget-to-actual variance reports to legislative committee, members,
and staff and other duties as assigned
Qualifications
Municipal Finance Standards: Deep knowledge of Government Finance Officers Association (GFOA) recommended practices, policies, and reporting guidelines, as well as GAAP rules.
Public Administration Principles: Comprehensive knowledge of municipal purchasing, contracting, cost accounting, personnel management, risk management, and labor law.
Business Intelligence & Systems: Advanced skill in managing office automation platforms, spreadsheet modeling, financial databases, and modern data-reporting frameworks.
Interpersonal & Advocacy Skills: Strong public-speaking capability with the ability to represent the City dynamically before council members, community stakeholders, and the media.
Resource Prioritization: Proven capacity to manage multiple competing tasks, coordinate cross-departmental workloads, and meet strict statutory deadlines under minimal oversight.
Education: Possession of a Bachelor’s degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analysis, or a closely related field.
Professional Experience: At least four (4) years of progressively responsible administrative and budgetary experience, which must include direct experience in a public sector or governmental environment.
Supervisory Experience: A minimum of three (3) years in a formal supervisory capacity managing or coaching professional staff.

Possession of a Master’s degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analysis, or a closely related field.
