Job Summary

Baltimore City’s Department of Recreation and Parks (BCRP) is seeking a creative, strategic, and experienced leader to fill the role of Operations Officer II/Chief of Marketing and Media Services.  Under the direction of the department’s Deputy of Administration, this position will lead the department’s marketing efforts, manage the daily operations of our marketing and media office, and represent the department before the media, legislative committees, conferences, and major events.   The Chief of Marketing and Media develops and evaluates marketing strategies, plans, communicates marketing efforts, and builds brand awareness.  The position requires an experienced strategic thought partner with excellent written and verbal communication skills, project management/execution, as well as proven experience running a marketing team and marketing strategies, and sound judgement and flexibility working in a complex, fast paced environment.  BCRP has approximately 1000 employees that serve the citizens of Baltimore City.  

Essential Functions

  • Develops and implements a comprehensive annual strategic marketing and communications plan aligned with the Agency’s strategic priorities, performance goals and major initiatives
  • Develops proactive communications strategies that strengthen public trust, protect the Agency’s reputation and communicate organizational impact.
  • Serves as the communications advisor to executive leadership by preparing executive messaging, speeches, presentations, talking points and strategic communications.
  • Oversees multiple marketing projects simultaneously, establishes priorities, manages deadlines and ensures timely delivery of high-quality communications. 
  • Collaborates with other divisions to identify communications needs, develop strategic messaging and ensure consistent promotions of programs and events.   
  • Leads, coaches, develops and evaluates marketing and communications staff while fostering accountability, collaboration, innovation and continuous improvement.
  • Leads crisis communications planning and serves as a key communications advisor during emergencies, high profile incidents and sensitive public issues.
  • Establishes, maintains and enforces agency wide brand standards, messaging frameworks and visual identity guidelines to ensure consistency across communications. 
  • Utilizes data analytics, audience insights, media metrics and campaign performance measures to evaluate effectiveness, inform decision making and continuously improve marketing strategies.   
  • Develops, implements and evaluates marketing and communications policies, procedures and standards to ensure consistent, effective and strategic communications across the agency. 
  • Oversees the planning, implementation and evaluation of advertising and promotional initiatives, utilizing cost benefit analyses and performance metrics to ensure effective use of agency resources.      
  • Develops and oversees internal communications strategies that improve employee engagement, organizational awareness and communications across all divisions.
  • Develops, administers and monitors the division’s budget
  • Represents the agency by participating in professional organizations, workshops, committees and collaborative initiatives related to parks, recreation, marketing, communications and public engagement.    
  • Serves as the agency’s spokesperson and represents the agency before the media, elected officials, legislative committees, community organizations, professional conferences and other public forums assigned.  
  • Performs other related duties and special projects assigned.

Minimum Qualifications

Education: Bachelor's degree in marketing, Communications, Public Relations, Journalism, Public Administration, or a related field from an accredited college or university.

AND

Experience: Have five (5) to seven (7) years of progressively responsible experience in marketing, communications, public affairs, or public information, including at least two (2) years of supervisory or management experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
