Duties
Under general supervision, plans, coordinates, and manages a major departmental engineering or related program.Examples of Essential Duties:
- Manages professional and subprofessional engineers and technical staff
- Develops and implements program policies
- Coordinates work with other agencies and departments.
- Administers major capital improvement construction contracts related to highway design and traffic calming practices.
- Project management (review and design) for various engineering (in-house design and consultant) projects within the Highway Design and Special Projects section.
- Coordinates with Public Works Inspectors and construction management
- Coordinates work between contractors, consultants, the County, and local government agencies.
- Performs field inspections
- Maintains records and prepares reports of program activities
- Works with Purchasing to determine requirements for contracts, active in the bidding and awarding or contracts
- Assist with planning the budget for future fiscal years
- Coordinates and conducts community meetings
- Investigates complaints, meets with the public and others, and prepares and supervises the preparation of resulting correspondence.
- Performs other related duties as required.
Qualifications
Minimum Qualifications Training and Experience:Possession of a high school diploma
plus
Twelve years' subprofessional engineering experience.
(Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)
OR
Possession of a certificate of Registration as a Professional Engineer in the State of Maryland.
Knowledge, Skills, and Abilities:
- Knowledge of highway design best practices and traffic calming preferred.
- Ability to plan, coordinate, and manage an engineering program.
- Ability to supervise professional engineering, subprofessional engineering, technical, and clerical staff.
- Ability to communicate effectively with internal staff, external vendors, elected officials, and communities.
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license may be required for some positions at the time of appointment.
