Duties

Definition of Responsibility
Under general supervision, meets the full performance level of professional inspections/investigations/plan reviews, of the mandated and/or delegated environmental health and/or environmental protection programs, to ensure compliance with Federal, State, and local laws and regulations. May help train and review the work of subordinate personnel or manage a specialized phase of an environmental health and/or environmental protection program.

Essential Functions
  • Performs site evaluations and percolation testing for individual residential lots, subdivisions, and institutional/commercial properties to determine appropriate placement and construction criteria for onsite sewage disposal systems.
  • Reviews permit applications and plans for new construction and renovations of buildings for compliance with regulations pertaining to private well water supplies, onsite sewage disposal systems, asbestos, and solid waste management.
  •  Conducts field inspections for onsite sewage disposal systems, wells, and solid waste processing facilities for compliance with county and state regulations.
  •  Collects water and soil samples from private and public properties for chemical and bacteriological analyses.
  •  Issues correction and violation notices and represents the department at administrative hearings for onsite sewage disposal system and solid waste regulatory compliance issues.
     
 Examples of Other Duties 
  • Serves as a resource person on regulations and legislation affecting specialized areas.
     Completes detailed reports of all inspections/investigations in accordance with applicable laws and regulations.
  • Communicates and consults with members of the public and internal and external agencies, as required.
  •  Conducts inspections for residential underground storage tank removals to assess potential environmental contamination from petroleum products.
  •  Conducts sanitary surveys to assess the need for extension of public water and sewer.
  •  Inspects solid and liquid waste collection vehicles for compliance with county and state regulations.
  •  Performs other related duties as required.

Qualifications

Bachelor's degree in one of the physical, environmental health, or biological sciences, engineering or agriculture

Registration as a licensed Environmental Health Specialist in the State of Maryland

Two years' experience working in environmental health 

(Education beyond a bachelor's degree in a physical, environmental health or biological science, engineering or agriculture may be substituted for the required experience on a year-for-year basis.)

Licenses and Certificates
Possession of a valid license to legally operate any class of vehicle or equipment necessary to perform the duties of the position is required at the time of appointment. 

Current registration as a licensed Environmental Health Specialist in the State of Maryland is required at the time of application.
