Duties
Under the supervision of the Assistant Director, leads the Trauma, Addictions & Mental Health Recovery (TAMAR) Program within the Bureau of Behavioral Health. This leadership role oversees a multidisciplinary team providing trauma-informed, recovery-oriented services to incarcerated individuals impacted by substance use disorders, mental health conditions, and complex trauma. The TAMAR Program is implemented in the Baltimore County Detention Center and this position works primarily within the detention center.- Direct daily operations of the Trauma, Addictions & Mental Health Recovery Program.
- Monitor program performance, data quality, and outcome measures.
- Prepare reports, manage grants, and support budget development.
- Ensure compliance with federal, state, and county regulations.
- Represent the program in interagency meetings, community coalitions, and public forums.
- Provide clinical and administrative supervision to case managers, clinicians, peer recovery specialists, and contracted providers.
- Review and approve case plans, assessments, and documentation.
- Support staff in managing complex cases involving co-occurring disorders, trauma histories, and crisis situations.
- Promote evidence-based practices including trauma-informed care, harm reduction, and motivational interviewing.
- Recruit, train, evaluate, and mentor program staff.
- Facilitate individual and group supervision sessions.
- Identify training needs and coordinate professional development opportunities.
- Foster a supportive, equitable, and culturally responsive work environment.
- Build and maintain partnerships with hospitals, treatment providers, justice system partners, and community organizations.
- Participate in community education, prevention, and outreach initiatives.
- Address client concerns and ensure client-centered service delivery.
- Represents the County, department or program in meetings and conferences.
- Provides information, education, and assistance to groups and organizations.
- Solicits community involvement or volunteer participation in the program.
- Performs other related duties as required.
Qualifications
Required QualificationsGraduation from an accredited college or university with a bachelor's degree in social work, psychology, counseling, public health, or related field.

three years' experience providing human services, behavioral health, or case management services.
Preferred Qualifications
- Master's Degree in a behavioral health field
- One year of supervisory experience
- Licensed mental health or addictions professional
- Experience supervising multidisciplinary teams.
- Experience working with individuals with co-occurring disorders.
- Experience with state reporting systems and grant-funded programs.
- Knowledge of trauma-informed care, substance use treatment, mental health systems, and recovery models.
- Valid driver’s license and reliable transportation may be required for fieldwork.
