Job Description:

The Job Location and Community Relations Specialist supports the Career & Internship Center’s (CIC) mission of creating expert career managers and facilitating synergy with the employment community by providing direct services to students participating in the Federally funded Job Location and Development (JLD) program. This position oversees the CIC’s JLD program in collaboration with the Office of Financial Aid by providing placement assistance to UBalt students. The position also works collaboratively with the entire CIC team to support programming focused on employability skills. Lastly, duties include, but are not limited to, assisting with employer services, recruitment programming and outreach, facilitating career development workshops and classroom presentations, coordinating with career fairs, and providing career coaching to students looking for employment. The Specialist also maintains the federal guidelines for federal work-study community service usage.

This is a regular soft-funded position with benefits. The role is eligible for a hybrid work schedule, with up to two days of telework possible.

Responsibilities:

  • Job Development: Responsible for Job Location and Development including developing and maintaining effective relationships with local employers to increase recruitment of college students. Determines the hiring needs of employers and promotes the college's work-study students and majors from CAS, CPA and MSB to employers via cold calls, email campaigns, and off-site employer visits. Coordinates recruitment events including job fairs and networking events; Performs concierge services to employers seeking to gain visibility at UB; Utilizes career management system (CMS) to approve and input job announcements and send out messages to students.  

  • Case-Management and Coaching: Conducts outreach and provides case-management support to students seeking off-campus internships. Collects applications for off-campus work-study and provides job referrals to currently enrolled students. Provides employability skills building and job readiness coaching to students, incorporates student learning outcomes into the student work experience.

  • Contract Processing and Administration: Serves as the on-campus supervisor for JLD students placed in off-campus positions. 
    Initiates and manages the student contract process and approves student timesheets for JLD placements. Provides an orientation for host sites and ensures that employer MOUs and job descriptions are current and compliant. Acts as a liaison between employers and students participating in the JLD program. Provide quarterly reports to the Office of Financial Aid on Job Location and Development activities, including off-campus student placements, new and active employers, community service placements, and employer outreach efforts. Invite a representative from the Office of Financial Aid to monthly Career and Internship Center meetings related to student employment and Job Location and Development activities to facilitate communication, coordination, and program oversight. Coordinate and provide annual training for student employment supervisors on Federal Work-Study and Job Location and Development policies, procedures, and program requirements.

  • JLD Program Compliance: Ensures university compliance with the Department of Education concerning the JLD program. Collaborate with OFA and NextGen Leaders to ensure the community service goals are met annually and maintain the Federal work-study program.

  • Marketing and Communication: Responsible for disseminating information to the on-campus student employment supervisors and student employees, in collaboration with the Office of Human Resources and Office of Financial Aid, via the Student Employment Newsletter. Develop and deliver presentations about the JLD program and various opportunities available to students. Table at UBalt events to promote the JLD program, events can include orientation, grad fest, majors’ information fair, etc. 

Minimum Qualifications:

  • Bachelor's degree with one year of progressively responsible related experience.
  • Additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.

Preferred Qualifications:

  • Bachelor’s degree in Higher Education Administration, Psychology, Organizational Development, Communications, Business or related field.  Familiarity with designing learning outcomes and evaluations.

  • Experience:

    • Background in student support services within Higher Education or Workforce Development.
    • Experience coordinating or promoting events such as job fairs, networking sessions, or orientations.
    • Direct experience coaching students or young adults on employability skills, job readiness, or career planning.
    • Experience with job development, employer outreach, or recruitment services. Experience supporting experiential learning initiatives such as internships, cooperative education, or service-learning programs.

This position requires on-site, in-person work at the University of Baltimore campus and periodic travel to local employer sites and community events. Access to reliable transportation required.
