Duties

Definition of Responsibility
Under general supervision of the Director’s Office, administers a natural resources management program in the Department of Environmental Protection and Sustainability.  Manages, plans and administers advanced-level science and engineering management work for the Watershed Restoration (WR) section responsible for overseeing the implementation of the County's Capital Waterway and mandated Chesapeake Bay water quality and ecosystem improvement programs, including MS4/TMDLs. Supervises and coordinates four sub-groups of specialists including their technical science, engineering, capital project planning and budget work.

Examples of Essential Duties

  • Plans, coordinates, and oversees complex natural resource science and water resource engineering technical work for watershed and waterway restoration projects, including stream, wetland, and floodplain restoration, shoreline stabilization, and stormwater and water quality best management practices (BMPs).
  • Develops the section's work plans, schedules, and capital budget with spending plans.
  • Provides senior management and technical assistance to supervisors and professional staff implementing capital project components related to assignments, scopes of work, assessments, selection and prioritization, funding and grants, procurement, engineering scopes and designs, construction processes, practices, bidding, permitting, and monitoring.
  • Directs, formulates, and maintains the department's four section capital budget including spending plans, tracking, analysis and forecasting.
  • Directs coordination with internal senior staff, County administration, Office of Budget and other agency related fiscal requests.
  • Provides expansive watershed science, engineering, ecological restoration systems advice and guidance to section staff, senior leadership, and internal government agencies.
  • Conducts, participates, and represents the WR section in internal and external meetings with design consultants, contractors and public.
  • Assists with the Department's operating budget and manages personnel tasks, such as employee hiring, annual costs, evaluations, and functional structure of the section.
  • Leads agency coordination and collaboration with outside federal, state agencies, and colleges/universities.
  • Provides the section with team improvement by participating in specialized watershed research and development activities including the disciplines of coastal, riverine, stormwater science and engineering.

Qualifications

Bachelor's degree in a physical, biological, or environmental science, geography, planning, or a related field

Plus

Eight years' professional experience in a planning, science, or related field, three years of which was in a supervisory capacity.  

(Education beyond a bachelor's degree in one of the areas listed may be substituted on a year-for-year basis up to a maximum of four years for the required non-supervisory experience.)

Preferred Qualifications 

  • Applied knowledge in natural resource and watershed systems, biological and water resource engineering. 
  • Extensive knowledge with capital project management and related components such as contracts, complex stream, shoreline and stormwater engineering designs and specifications. 
  • Strong organizational, effective oral and written skills along with essential electronic communication skills related to senior management. 
  • Advanced government/public accounting, finance and budget management experience. 
  • Skill in the supervision of professional and technical staff directly or through subordinate supervisors. Ability to manage multiple staff groupings and projects by providing team leadership and collaborative approaches for program implementation. 
  • Thorough knowledge and experience with Federal, State, and County mandates and regulations for water quality and watershed restoration, engineering design, and construction including the U.S. EPA Clean Water Act, Maryland Chesapeake Bay restoration programs, and local grading/sediment control processes.   

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license may be required for some positions at the time of appointment.
