Duties(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. Manages and monitors projects and programs between Bureaus, Divisions and/or outside agencies.
Prepares and reviews the Operating and Capital Budget for the Road Operations Division.
Monitors operating expenditures and suggests spending adjustments where necessary.
Coordinates and monitors finances of the Capital Road Resurfacing Program.
Directs and supervises clerical staff as well as district facilities clerical staff.
Manages the acquisition of vehicles, equipment and materials which includes reviewing and revising specifications and supervising field tests. Functions as Bureau representative on Safety Council.
Provides financial and statistical data on Snow Removal Operations.
Develops procedures on Snow Removal Operations, data research on alternative operations and acquires contractors.
Handles requests for information from Council members, media, other departments and the public.
Manages and coordinates the research, collection and formatting of data used to generate management reports.

Thorough knowledge of the principles and practices of public administration.
Thorough knowledge of organization and office equipment.
Thorough knowledge of the Department's organization and functions and the relationships with other County offices.
Considerable knowledge and experience in the financial administration of budgets and projects.
Ability to assume responsibility for a variety of special project assignments and to perform them independently.
Ability to evaluate policies and procedures and to recommend change.
Ability to develop administrative and clerical procedures.
Ability to establish priorities on a variety of projects and assignments.
Ability to communicate effectively.QualificationsEducation: Graduation from an accredited four-year college or university with major course work in public or business administration
Experience: Two (2) or more years of experience in the financial administration of budgets and projects, including management analysis, supervisory, and computer experience; one (1) or more years of experience in administration related to maintenance of roads, bridges, and storm drains
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.
