Duties

- Analyzes distribution of work among commodity teams in interest of achieving improvements in workload balance and maximizing the use of available resources
- Evaluates the quality of reference and technical materials available for use by buyers in identifying and evaluating sources and products
- Develops detailed plans for improvements in these areas
- Conducts research into sources of supplies and services
- Develops criteria for use in making preliminary selections from among possible bidders
- Plans and develops resource files for use in identification and pre-qualification of bidders
- Analyzes form and content of bid invitations and specifications for supplies, equipment, and services so as to improve the quality and responsiveness of bids and proposals
- Performs related work as required
- Thorough knowledge of modern procurement policies, procedures, and practices
- Thorough knowledge of sources of supplies and services, prices, and market conditions and trends
- Thorough knowledge of the needs of vendors and contractors for information as a basis for providing pertinent, informed, and meaningful bids and proposals
- Considerable ability in evaluating and developing improvements in procurement practices and procedures and administrative arrangements and staffing for their conduct
- Considerable ability in written and oral expression
- Ability to establish and maintain effective work relations with colleagues, vendors, suppliers, and served agencies
Qualifications
- Graduation from an accredited four-year college or university with major course work in business administration, finance, or a related field
- Four (4) or more years of technical experience in large-scale procurement of diverse materials, supplies, and services
