Duties
(Note: The duties and responsibilities enumerated in this class specification are to determine a common set of minimum qualifications and salary levels for all positions in this class. They are not intended to include all of the essential functions of all positions in the class.)- Conducts soil erosion and sedimentation control and stormwater construction inspections; conducts construction meetings; makes minor field adjustments in plans; and investigates complaints and code violations. Performs stormwater management construction and monitoring inspections of stormwater management practices for subdivisions, single-family dwellings, and facilities.
- Advises contractors, land owners, and others regarding soil erosion and stormwater codes and regulations.
- Assists in the review of applications and issues permits; investigates possible or actual problems and complaints; and initiates corrective actions.
- Prepares written inspection reports as per County Code and maintains necessary records and reports; and attends seminars.
- Performs related work as required.
- Considerable knowledge of soil erosion and sedimentation control methods and stormwater management practices.
- Considerable knowledge of construction methods and procedures.
- Ability to inspect complex construction projects for compliance with stormwater management practices as well as soil and erosion control regulations.
- Ability to read, review, interpret, and evaluate complex grading and construction plans.
- Ability to enforce and interpret regulations with firmness, tact, and impartiality.
- Ability to plan, assign, and supervise the work of subordinate inspectors.
- Ability to establish and maintain effective working relationships with subordinates, contractors, land owners, and the public.
Qualifications
EDUCATION: Graduation from high school, including or supplemented by courses in plan reading.EXPERIENCE: Two or more years of experience in erosion control practices and infrastructure installations or a related field; a Maryland certificate in training for erosion control or ability to obtain the certificate within six months of hire; and a valid non-commercial Class C motor vehicle operator's license.
NOTE: Courses in plan reading may be substituted with skilled work in reviewing, implementing, or enforcing minimum standards of site grading, stormwater management, and construction plans.
NOTE: Longevity pay is available based on years of service.
