Technical Services Support Specialist IV-(Technology Coordinator)-DCRS/Administration

Duties

  • Serves as project manager for all IT related projects and organizes larger project requests for DTCS. (i.e. new sites and major renovations). These tasks include requirements, statement of work, and implementations, deployments and support functions.
  • Works closely with DTCS senior project management team in communication and technical documentation to complete larger technical projects.
  • Develops short and long-term technology goals for the Department.
  • Develops cybersecurity plan for the Department to include management of all Cloud based solutions, data protection plan and development of SOP for all Cloud vendors.
  • Coordinates DTCS hardware and software upgrades for the Department by providing requested data, needs, and concerns of the department. Hands on implementation of major countywide software rollouts.
  • Maintains relationship and resolves problems with vendor and third-party software.
  • Support project initiatives, including identifying and analyzing preliminary business needs, budget considerations, time and resource estimates, defining the project scope and objectives, and getting business user sign-off.
  • Development of data reporting and dashboard tools including, but not limited to, the use of Power BI, Service Now and WellSky Report Builder. Service Now, WellSky Report Builder, ActiveNet, and Monday.com
  • Establishes and maintains effective working relationships with all levels of staff within the Department and other departments of County Government
  • Estimates resource requirements and provides plans for senior management.
  • Oversees management of the Department's technology information and data, reporting, and evaluation. Evaluates effectiveness of delivered solutions.
  • Develops online portals to assist Department programs with Information and Referral, Community Outreach, Virtual Trainings.
  • Ensures all staff has the appropriate level of training and support to use software effectively.
  • Directs and coordinates training sessions for staff
  • Actively participates in development, coordination and implementation of business solutions with internal stakeholders, vendors, and teams.
  • Works closely with DTCS project management team and acts as chief liaison in all communication and technical documentation for large projects.
  • Manages technical hardware and software for departmental "DOC".
  • Works with Emergency Management Specialist and OEM on Continuity of Operations planning; participates in activities related to Emergency Management as requested including some evening and weekend work hours may be required.
  • Manages end user support for all hardware and software requirements
  • Liaison between the Department and DCTS as well as other departments on an as-needed basis.
  • Manages incidents, problem and change requests using Service Now portal.
  • Participates in technical test reviews and analysis of developed and implemented systems.
  • Follows and enforces system administration best practice.
  • Serves as member of the Department's Executive Leadership team.
  • Performs other related duties as assigned. 
SUPERVISORY RESPONSIBILITIES:
Supervises the DCRS Technology Manager, Data Manager, and Emergency Management Specialist. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

 

Bachelor's degree and four (4) years related experience or equivalent combination of education and experience.


CERTIFICATES, LICENSES, AND REGISTRATIONS:
Possession of a valid driver's license. 

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
  • Demonstrated experience in working on a variety of technology solutions. 
  • Strong analytical and problem-solving skills.  Knowledge of the human services field.
  • Knowledge and experience with a variety of reporting tools.   
  • Prior experience in supporting Cloud Applications
  • Database and cloud application administrator experience
  • Ability to translate needs of end users into project specifications.  
  • Ability to establish and maintain effective working relationships with all levels of staff within the 
  • Department, other departments of County Government, and vendors.
  • Strong leadership and management skills. 
  • Ability to work both independently and with others on group projects. 
  • Excellent customer service skills. 
  • Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.  
  • Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary. 
  • Proficiency in virtual platforms and use of technology for human services delivery.

REASONING ABILITY: 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
