BALTIMORE — A recent report from the Inspector General has raised serious concerns regarding the spending practices within the Mayor's Office, revealing that over $800,000 was spent on food and catering from July 2022 to November 2025. This includes a notable $52,588.78 on services at the stadium suites of the Ravens and Orioles.
Additionally, the report highlights $33,551 spent on flowers for various occasions, including staff birthdays and bereavements. It also notes a $3,600 farewell party for a senior administrator who did not leave city government but transferred to a different position.
Inspector General Isabel Cumming emphasized the lack of oversight in these expenditures, pointing out that $167,455.06 of the spending lacked the necessary prior approval. Cumming stated, “The rules of the city government should apply to everyone equally,” indicating that such spending should not be covered by taxpayer dollars without proper authorization.
Residents outside City Hall expressed their frustration over the findings, labeling the spending as “wasteful” and “alarming.” One resident remarked on their personal financial struggles, questioning the appropriateness of such expenditures. Another resident echoed this sentiment, asking what justifies the use of taxpayer funds for unapproved expenses.
In light of these revelations, FOX45 News reached out to all 15 members of the Baltimore City Council to gather their opinions on the matter. However, as of the time of this report, no responses have been received.
Taxpayer advocate David Williams criticized the council's silence, stating, “It shouldn’t have taken an inspector general report to uncover this.” He urged for accountability as the city prepares to debate its upcoming budget, which may involve cuts.
Williams concluded, “This is a glimpse into what the city is spending, and it’s really ugly.”
