DESCRIPTION
The Executive Assistant III supports the Chief Operating Officer and the Division of Operations. This position involves confidential administrative, secretarial/clerical work at the executive level and performs a variety of complex administrative, secretarial, and clerical functions to maintain operations throughout the division. The Executive Assistant III exercises confidentiality, independent judgment, and action in accordance with delegated responsibilities from assigned supervisor(s) throughout the Division of Operations. The position involves monitoring and tracking multiple operating, capital, special revenue, and grant budgets. This position works with Facilities Management, Planning & Construction, Transportation, Food & Nutrition, Safety & Security, Environment, schools, and other support and instructional offices and staff regarding the divisions delivery of supports and operation services to school and offices.
MINIMUM QUALIFICATIONS
A combination of education and experience may be considered.
Education:
Possession of an Associate's degree from an accredited college or university or the equivalent combination of education and experience.
Experience:
Three (3) years of clerical, secretarial, and/or administrative support in an office setting with increasing responsibilities.
One (1) year of experience working with budgets, performing account reconciliation, and/or creating financial reports.
One (1) year of experience utilizing spreadsheets to organize, manipulate, and analyze data.
One (1) year of work experience using web-based productivity and collaboration applications such as Microsoft Office.

Education:
Bachelor's Degree from an accredited college or university.
Experience:

ESSENTIAL POSITION RESPONSIBILITIES

Provides administrative, secretarial, and clerical support to the Chief Operating Officer.
Schedules meetings and maintains the calendar for the Chief Operating Officer.
Organizes, coordinates, and performs administrative level secretarial/clerical functions; including those of a confidential nature.
Prepares and edits correspondence, entailing a wide knowledge of the Department's programs, procedures, functions and policies.
Prepares agendas for meetings and sends notices of meetings; takes minutes as necessary.
Prepares the data and reports for Board of Education meetings.
Maintains financial records related to the Division of Operations.
Prepares and processes payments, purchase orders, direct payments, and other financial requests for the division.
Maintains financial records related to operating, capital, and grant funds for the Division of Operations.
Interprets administrative decisions and policies within the assigned scope of duties and responsibilities.
Provides excellent customer service to internal and external stakeholders.
Works collaboratively with staff in the Division of Operations to support division initiatives and projects.
Assists in the preparation of local and state budgets and grants.
Utilizes technology to create and maintain electronic databases, reports, spreadsheets, logs, and other information related to the functions of the department.
Organize and maintain files to support office functions.
Orders, distributes, and keeps inventory of supplies and materials.

ADDITIONAL REQUIREMENTS
Working Hours
The duty day for this position is 8 hours including a one-hour duty-free lunch.

SELECTION CRITERIA

EMPLOYMENT INFORMATION
Compensation
This is a 12-month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 23 on the Technical Central Office and School Based salary scale, $57,748 - $107,463. Step placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.
Retirement
Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary.
